actually he may set the max either to 384 kb or to 46.875 kb. be careful with
the distinction between bit (b) and byte (b). common mistake.

correct,
i also download at work sometimes, there we have adsl 2+ (24000/1000) but we
have annex m enabled which sacrifices some of the downspeed to increase the
upspeed.
work router is currently synced at 21834/2805 kbps which means in terms of kb
i can download/upload up to about 2729.25/350.625 kbps.
