@mesh, it's because the tracker is configured to show only the peers that have a
low ping. if a peer doesn't respond in a few seconds then it won't be included.
after that the connections are closed, so all is done to reduce the strain on
the tracker by not waiting for the slower peers to respond.
it shouldn't have been unnuked... the scene rules are rules, even if for most of
us those extra frames mean nothing.
