you are getting blocked.
that is an answer from somwhere in your connection.
most certainly it's that you are connecting through a proxy or a nat that
screens what you ask for. if a url is blacklisted by it, error 403. you are
forbidden to access it.
the 403 error most of the time comes with a note statin who issued that error.
it might say something like squid proxy server or similar.

the fact that you are getting an error, is not that you can't connect, it is an
active blocking answer.

the other way arround, maybe your isp is blacklisted by the tracker, so, you get
blacklisted as well, ergo, error 403.
try with a web browser, and go to that address and check the message to see who
is the one blocking, or your isp is blocking the site, or the other way 'round,
the site doesn't want anything to do with your isp.

pretty sad really.. but hey i'll keep uploading till i run out of bandwidth lol
